The HBCUs in Maryland should also be considered as I think with the OP’s stats, he’d get very good aid. UMES and Morgan State might work.
Additionally, Morgan State is part of the Baltimore Student Exchange Program where member institutions can take up to two classes a year at other member institutions, like at Johns Hopkins.
You definitely should be in the running for some of the prestigious scholarships that you listed. My African American son had very similar stats to you (3.84 UW GPA/35 ACT) and had pretty good results (a few full ride offers and a couple of other offers for under 5K out of pocket). You are already a great candidate, so you don’t have to sit for the SAT again from my point of view. My son got his score in September of his junior year and I encouraged him to work on other things during his junior year (mainly around applying to some great summer programs (MITES and CMU-SAMS which he was accepted to and attended). Attending a summer program after junior year helped my son long-term with his essay writing, interviewing skills, and was early preparation for college, while also looking great on his resume.
I have family members who have been Meyerhoff Scholars at UMBC and even though they don’t give the large cost of attendance scholarship like they did 20 years ago, they stack scholarships for students like you where it can still end up being a full ride for an in-state student who lives on-campus. They would want you to consider being a physician-scientist (MD-PhD) or PhD, but living so close to a school with the preeminent program for producing minority graduate and professional degree holders in America may be a sign. UMBC produces more African-American alumni that go on to get a MD-PhD over the last 20 years than any school in America. The UMD Banneker/Key is a great scholarship and UMD is such a beautiful campus to me so I understand why UMD is at the top of your list (along with your family connection).
My kids both chose Howard University and both had a HBCU lean due to our family history. I would ask that you check out the Karsh STEM Scholars at Howard as it is trying to replicate the success of the Meyerhoff Scholars program and is already having unbelievable outcomes for its members.
