So I took Macroecon and got a C- (1.7) and withdrew from financial accounting in my time here at a private school in southern Cali. Do I have to make up these classes here or can I do it somewhere else?

if by retake you mean replace the C you got then that will only work if your private school allows it. If you take it at a community college it will not replace the grade. Also, if your school doesn't allow you to retake a C- to replace the grade then you're kinda just screwed.

Alright thats good because I know my school does let you retake for a better grade. My bigger question was actually the latter one. Do you know if you have to retake a W at the institution it was received? I keep getting different answers from the UC when I call!!!!!!

For more information on repeating courses please see University of California - Counselors

Withdrawing from the course only means exactly that. You withdrew from the course and did not complete it. Hence, you would not be repeating the course. You especially wouldn't need to complete the course at the same institution.
