I took the SAT in October and got a 2120( 680 CR, 770 M, 670 W) and then took it again in November and upped my superscore to a 2280 (710 CR, 770M, 800 W) but most of the schools I want to apply to (Notre dame, UVA, UNC) only “care” about math and CR. My goal score was originally 1500 but now that I got a 1480 I don’t know if it’s worth retaking for a possibly higher CR score. Is there a big difference between a 1480 and a 1500? Is it worth retaking evenwith the possibility my scores Might go down?

I honestly wouldn’t retake the SAT just to get a 1500; there isn’t much of a difference between a 1480 and a 1500. Your score looks fine now- I wouldn’t want to take the chance of getting a lower score.
It is honestly up to you! I don’t believe that it will make any difference in the college’s decisions but if you really want it then it might be worth it just to prove it to yourself.
I’d only retake for 20 points if it meant qualifying for a scholarship. My D retook a 1400 to get a 1420+ to qualify for Temple’s Presidential (full tuition+) scholarship. She didn’t use it but it was a terrific option.
