I scored a 35 ACT and a 2190 SAT (760M, 750CR, 680W). Would it be worth it to take the SAT again? I didn’t prep for the tests this time, so I could theoretically improve my SAT score.

A 35 converts to around a 2290-2370 SAT score, according to the ACT’s official website. I would suggest that you just submit that ACT, unless you absolutely must take the SAT for whatever reason. A 35 on the ACT is already close to perfection; you’re not going to get any benefit by submitting an SAT, even if it’s 2300+.
Don’t forget about SAT subject tests though. Those you should take, depending on the requirements of those colleges.
No you don’t. You’re not obligated to send your SAT score, so only send your ACT score when you apply for colleges.
35 is fantastic, it’s more than enough for those schools. However, keep in mind that test scores only get you so far in admissions, especially for the schools you listed.
