Please, help.
I am starting my freshman year in CUNY City this Fall, but I am planning to transfer to better schools (I have ENOUGH reasons to do that, trust me) even want to give myself a shot for Columbia. And here is a problem..
I came to USA 2 years ago and attended junior/senior years in HS. I am not an English native speaker, although this is not an excuse, but i really failed on SAT. Second time I took it in HS I got- Reading 400, Math 540, Writing 450.
Questions:
1) Is it going to make sense to retake SAT in college if I feel like scoring much better? What about Subject SAT?
2) If yes, when should I take it. As soon as possible? Or I can give myself time (4-5 months) to be 100% sure in myself?
3)Will it matter to college that I came here only few years ago and this is why my SAT were so low in HS?

P.S.And yeah I know that I need to concentrate on my college GPA, but almost all schools I am interested in require SAT score for transferring.

Thank you!
