Google "BBSI" (Bioinformatics and Bioengineering Summer Institute). Obviously the slant of this program is Biology, but they accept all science, engineering, and math majors. I know they accept a limited number of international students at The University of Pittsburgh, but I'm not sure about the others.

REU's funded by NIH or NSF are only for US citizens. REU's funded from other sources usually allow international students, especially those attending American universities.

I would also check Caltech's SURF program. It's definitely got a longer application procedure but I do believe they accept international students...
