Reusing Personal Statements

Hello, communities.

Last year, I applied for UCB, UCLA and UCSD for Computer Science and I got accepted by UCB and rejected from UCLA and UCSD because I did not full filled some major requirements. Unfortunately, one of the major requirement that I did not take was English. My friend who got in to UCLA told me I could take the English until Summer but UCB said English must done by Spring semester; therefore, I couldn't get into UCB also.

I'm applying this year again and the essay topics are same as last year. Can I reuse my personal statement that I applied from last year?

Some people say I should rewrite it because I must have changed in one year. However, to be honest, I don't know if I'm really different from last year. I just know little more about math and physics compare to last year but my personality or others are identical.

My essay is based on my elementary school to college experience, so I don't think my experience from 7 to 21 would not make any different compare to 7 to 20 experience.

Is it okay to turn same P.S from last year? or do I have to write new essay?

One more quick question :)
Since this is my third year of community college, I really want to transfer to 4 years university and learn more about computer science. I'm thinking applying to Carnegie Mellon University for spring. Should I try applying for spring? or should I wait until fall?

I thank you so much for your time reading my question.
PLEASE HAVE WONDERFUL DAY!

i would like to know the answer to this as well.
