well i've decided top completely revamp my college list and i need some suggestions for schools that..

-have either a decent cognitive neuroscience or linguistics department.
-will allow me to graduate as debt free as possible

i've decided to apply to optometry school after receiving an undergrad degree..so i don't want to add onto my debt.

i currently have a gpa of 3.9
SAT: 600M 680CR 670W [first time without studying..i plan to retake in oct]
pretty decent ec. with leadership positions including..
-captain of colorguard
-member of student government
-Church youth group praise team leader
-Awana leader {church children's program}
-Missions Team Leader

I"m looking for ANYTHING..buit preferably a college in a rainy, cloudy location.. ... but humidity is alright as well :]

You will want to look at larger universities, perhaps 2nd or 3rd tier for the best chance at scholarship money. Some LACs do offer cogsci/neuroscience/ling, but they are relatively rare. Sorry I can't be more helpful.

Most public universities will have majors in those fields. Rainy and cloudy and less expensive than the big publics? How about the Universities of Maine, New Hampshire, Idaho or Western Washington, or Portland State?

University of Washington is well ranked and has the weather. However, if you are concerned with finances and debt, you need to consider your Texas state schools seriously. Maybe you can go, and then head north for optometry later. There really are not that many cheap rides outside of in-state tuitions.
