NC State and UT Dallas came to mind. UCF or Virginia Tech might be options. I really like NC State and the Raleigh area. UCF placed 2nd to MIT in some type of CS competition this year. Underrated school.

Your list is reach heavy. There are very few OOS schools worth the cost over your in-state option of UTK. Obviously GT or UT Austin or Illinois would be great but your odds of being admitted are slim unless you have a hook.
SMU COA probably would be $45K or higher…with top scholarships and a 32 ACT probably won’t qualify.
