I'll be applying to colleges this year.

Can somebody tell me how Rice, Purdue and Tufts compare to USC, Yale, Columbia, Dartmouth, Duke, Brown, Northwestern for Computer Science & Engineering?

Rice and Tufts are different from each other, as is the second group (differences within the group).
I am not sure I see the logic of your comparison.
I would rank them as follows (Northwestern the best):
Northwestern, Rice, Columbia, USC, Purdue, Duke, Tufts, Dartmouth, Yale, Brown

Cornell and CMU seems like good choices for you, have you ever considered them?

(both are in Northeast, considered a top college, and have good engineering and computer science programs)

Rice and Northwestern are probably better than those at Dartmouth Yale Duke Columbia and Brown
