Rigor of Major when transferring

Hello. Different majors have a difference in difficulty, like liberal arts and business majors are easier compared to engineering majors. The admission people take this into account right?

Ex. Cornell has a high (relatively) transfer acceptance rate in the 20s. When you look at engineering however, specifically for males, it drops to about 8% (as it was in fall of 2010 or 2009). Your GPA is very important and what I'm seeing is your GPA should at least be 3.6+. Is this just a number game or will engineering majors transferring into the engineering college with acceptable GPAs be taken in over those with other majors?
