Well since GPA is 2/3 of their decision, a 2.95 is going to handicap you badly. Even though you have a pretty solid 27 ACT, I wouldn’t think that’s enough to overcome the bad GPA. Extenuating circumstances or not, Hardly anyone gets into UP as a freshman with under a 3.5 GPA. College Board has the exact stats but their website isn’t working right. Even for summer session I would have to think they would defer you to a branch campus for 2 years.

do I have a chance at any of the other schools on my list?

You are a rising senior, not junior. Anyway, PSU cares very much about your GPA and they don’t take your senior grades into account. If you are in the top 15% of your class, you should be fine. Raise your ACT score to a 30+. If you raise your ACT score, you can definitely get into Drexel and Temple.

my school doesnt rank

Your GPA and ACT are kinda rough. If your ACT was outstanding that would help to balance out the GPA. Heads up: Penn State doesn’t really put much weight at all on the essays. If you really love it, consider going to one of the commonwealth campuses.
