<p>Uh doesn't it say only Pennsylvanian residents only. Is it the Robert Byrd Honors Scholarship?</p>
<p>The Byrd scholarship is federally funded but administered by each state.</p>
<p>CA forms say:</p>
<p>The Commission will announce selected students for the Scholarship before the end of the school year, provided federal funds are authorized. Both the institution and the students will receive notification of their award status by mail.</p>
