Rolling Admission?

I've noticed that some early action colleges are giving some applicants their decisions way before others. However, some of these colleges do not call themselves rolling admissions. Do some colleges do this even if they are not rolling admissions? If so, how does that work, because I thought colleges tend to compare all applicants to one another before they send out decisions?

Some colleges like Tulane say that they are not rolling but really send you your decision as they make it. For example at my school Tulane decisions came in between mid November and mid December. They don’t compare students to each other really. They look at the applications and see if they’re a good fit for the school. It’s really complicated and I’m not an admissions counselor but its hard to compare 30,000 applicants to each other

Ohh I see. I really didn’t think it worked that way, but I guess that makes sense.
