Rolling Admissions and Transferring

I am a current freshman at a state university and intend to apply for transfer for fall 2012. When this semester finishes I will have completed 30 credit hours (including dual credit and AP) as a computer engineering major.

I've read on the boards here that UT does rolling admissions. Does this apply to transfers? I won't actually have a GPA until the semester ends so the earliest my application can be completed for review will be after the new year. Does this mean I will (possibly) receive a decision before May 1st?

I also understand engineering is a difficult major to transfer in to. Would it be a better idea to apply to the College of Liberal Arts to guarantee admission?

I would also like to know the answer to this question.
