I plan to apply to UCF but I have been told that it has something called "Rolling Admissions." What exactly is rolling admissions? I am already halfway through the application right now and have finished the essay. I plan to submit my application after my latest test scores come in. My estimated submission date will be November 15th.

Apply now rolling admissions means that as people apply they are either accepts or denied and then admissions quota goes down and they can let in fewer students. If you want a shot, apply ASAP don’t wait till November

@drocker01210‌ I am taking the ACT (09/13) and SAT (Oct. 11) so should I send in my application right now?

Yes, they will accept you or maybe say for you to take test again, or maybe they will want to see your semester grades, the earlier you apply they can inform you what you may need to improve to be accepted.
Or you may just be accepted and not have to strew anymore:)
