I'm currently going to USC this fall as a Marshall business major. However, I've always been interested in art (mainly design), just never pursued it. Now I've decided I want to, is it possible for me to double major in Design without an existing portfolio, or can I only take art classes at this point?

Check the official Roski website. If a portfolio is required to apply to the Design major program, you will need a portfolio to get in. That’s how it is in any arts major. If you want to do performing arts and your school requires an audition, you can’t just not audition. That’d be ridiculous. However, if the design major isn’t competitive (ie. does not require examples of your previous work), then go ahead an apply.

Out of curiosity I’d like to ask, why on earth would you want to major in the creative arts if you yourself are not an artist, or are not prolific enough of one to have enough material for a portfolio? Does that not seem a bit hasty? The people in that program have probably had years of practice and are likely interested in pursuing a career in their chosen art form, or something within the surrounding “scene,” so you will have to withstand that corresponding sort of rigor in your required classes. They aren’t going to be like the art classes you took in high school.

As of now, I will most likely stay a Business major but also minor in Design, since the requirements for that aren’t overly rigorous. However, from what I can glean, the skills needed to make it in Design should hopefully not take as much time to build as say painting, drawing, or sculpture. I have taken many art classes already (in a variety of art forms), both in and out of school, and I have practiced a lot. I (influenced greatly by my parents, counselors, friends, blah blah) just always put more emphasis in the whole “get a viable major, decent-paying stable job” thing than the “do what you really like to do”. And now, with potentially a major/minor in business and design, I can achieve both of those things.
