So I know a 3.45 gpa is borderline to round up, but a fair number of scholarships might consider it. Another important note is that my ACT is pretty high for my GPA - 34 composite. Basically I’m asking how likely they are to round my gpa up, and if they’ll even bother looking at my act in most cases.
Not at all likely.
My daughter’s school, for it’s merit awards, makes it clear that it doesn’t round up at all. If your h.s. reports the gpa as 3.45, that’s what it is. If it is 3.4999, that’s what it is.
If you find a scholarship that does, great. Report your gpa as what it is. Do not round it up unless instructed to do so.

there is no rounding. Your GPA is what is it whether it is to 2 or 3 decimal points, as @twoinanddone states if the cut-off is 3.5 and you have 3.4999, then you have missed the cut-off
