Rubenstein school of Environment and Natural Resources vs. College of Arts and Sciences

My son has decided UVM is his first choice and is interested in Environmental Science, but I'm confused over the best school for him to apply to. He has a not so stellar GPA but quite good SATs so I would rather him apply to the school that gives him the best shot of getting in. Plus who knows how interests can change over time. So I am wondering if anyone knows if it's harder to get into Rubenstein than the general college and how flexible transferring out would be if he decides to take another direction once he's there. Also, any information on how the environmental science major varies between the two schools? There appear to be three schools when you include agriculture in which you can major in environmental studies/science. Thanks for your help.
