is it better to enroll in sac state ACE program for university credit or give Ap exam for computer science A for senior?

If your student is already taking the AP Computer Science A course Senior year, they should take the exam and get the credit.
To me it seems a little late in applying for the ACE program if this is your Senior student since there is only 1 more semester left before graduation.

thanks @gumbymom their is block schedule so they start( jan to may). their teacher is offering this .
thats how we came to know , so was wondering which is better ace is cheaper though:)

Not all DE courses will be given credit at other colleges and the grade will be on his permanent college transcript. On the other hand, AP credit is more universal but it also does not guarantee that credit will be given at all colleges. One is not better than the other, so it is his decision.
Since the college applications require that you list Senior year courses, what was listed originally AP CS A? If so and there is a schedule change, all colleges need to be notified.
