Safety List ? - International student

I would suggest looking for a safety school in your home country (if you live in the EU, any country counts). Admissions to US colleges have become entirely unpredictable. For internationals (me as well :)), the chances of admission+scholarship and any given university or college are rather slim. The more generous the college, the more applicants, the more prestigious the college, the more funding - start over again.
With your stats, your chances of admission to the international need-blind schools are not so great to non-existent. I would focus on colleges that have a low percentage of internationals and aim to achieve an “international profile” (maybe schools that are expanding their study abroad programs etc.) Those schools are more likely to accept you, and with your stats you have a decent chance of getting at least some financial aid.
Try to stand out when applying. Don’t read any CC tips. Just present yourself as the person you are and not what CC tells you the college wants, then you will be fine :)
