Safety School Suggestions

I am looking for a good engineering school ( most likely civil but not 100% on that) that I might be offered a lot of merit aid. Ideally 6 hrs from DC and less than 15K students.
SATS M 780/CR700/CW 720
SAT II- Math II 790, awaiting Physics and Lit results
Class Load +Hardest courses available mostly all AP's, scores so far 4's on AP tests.

EC- Colorguard 9,10,11,12- Captain
Debate Club 9,10,11,12
Math Club 9, 10, 11, 12
National Honor Society 11,12

I do not want to graduate with a ton of debt but want to have a degree from a school that
will make me competative in the job market.

So far I have applied to Villanova ( first choice but seems merit aid is sparce) UMCP, U of Alabama (way too far but full tuition scholarship so applied as fall back)

Could use some suggestions for generous safety schools. Thank you

You will be competitive for most top engineering schools.

6 Hours = ~300 mile range?
Financial safety: Cooper Union
if you decide against civil and are willing to go a couple hours farther, then consider Olin in Needham, MA.

Financial safety is my concern really. I need a good school that is willing to fund a good part of my education.
I have looked at Cooper Union but it seems like a reach.
I will look into Olin, thanks!

Besides UMCP and Alabama, consider:

UVa (aid to OOS students)
Virginia Tech, Minnesota, Cal Poly SLO (low OOS cost of attendance)
USC (Southern California) (significant merit aid possible)
UAB (Blazer Elite scholarship)
MIT, Stanford (reach schools, but generous with aid)
