Safety Schools!

I need some advice on which schools would be safeties for me. My SAT is 1860, and ACT is 28 (my CR/E scores are significantly higher in both though, 760 and 33 respectively). My GPA is a 3.7 and a weighted 4.3, I'm eighth in a class of 450-500. I live in North Carolina, participate in dance, theatre, and colorguard, take classes through an online prep school in addition to normal high school, and have participated in summer programs for gifted youth for four years.
I would either like an LAC, or a small-ish (under 10K) research college, preferably near a city. I plan to study international relations, so I would prefer a school that is good at that program. I also prefer the east coast and midwest. I just need to know my current safeties, because hopefully my scores and GPA will rise by application season (rising junior here).
Current safeties are: App State, UNC Greensboro, American University, and Elon. UNC Chapel Hill is more a match than a safety, but from my school's history, I'm pretty sure I would get in.
I'm not sure Bryn Mawr qualifies as a safety, but if it becomes one, it would be my dream safety.
My top school choices are U of Chicago, Carleton, Swarthmore, Oberlin, Carnegie-Mellon, Duke, Kenyon, Amherst, Tufts, Georgetown (SFS) and Northwestern.
Any match suggestions would be amazing, as well.

And money’s not /really/ an issue. It won’t keep me out of my dream school, but some merit aid would be lovely.

i would suggest you to get your act score a little higher than i think you would have more options…have you looked into other schools like case western, college of william and mary, and university of virginia? good luck!

thanks- I really want to hit a thirty at least. I’m going to take it until my scores are good.
