In state? UVA is much more of a fit for a strong in-stater than a strong OOS. For an OOS student, UVA is no easier to get into than, say, MIT.

Give your class rank, APs, SATs, SATIIs, please. Also, repost in the chances forum.

James Madison and VT are not reaches for you. Both are probably low matches, with Tech maybe being a safety.

i live in virginia too, and given your test scores you will definitely get into tech or jmu if you don't get into both. you have a great shot at uva; i don't know as much about william and mary's selection criteria so i can't say. mary washington would be another good safe school to add to your list too, and there's a number of other not very selective options. figure out what kind of environment you want

I would say JMU, VT and Mary Washington would be safeties if you kept your grades up. I got into all three schools this past year with a 3.9 GPA, aver. SAT score and 4 APs.

You probably also have a very good chance at UVA but I wouldn't consider it a safety school...I had several friends w/ similar stats to yours who were waitlisted or denied this year.

VTech and JMU are already safeties for you, with UVA being a high match and W&M just a match. I think you're pretty set with the schools on your list, my friend.
