CSU’s admit by eligibility index and major. (CSU GPA x800) + (SAT Math + ERBW). Based on your Stats, your EI is 4130. You have a shot at all the Cal States. SDSU could go either way and Cal Poly SLO is probably a slight Reach.
Use your local CSU as your safety since you get priority.
For the UC’s, GPA is king so your GPA is below average for all but 2 campuses and your SAT is on the low side. Again major will contribute to your chances.
Below are admit stats based on capped weighted CSU/UC GPA but not major specific for each UC campus along with SAT ranges:

SLO will be a definite Reach with an average CP GPA of 4.16 and SAT of 1467 for the College of Engineering along with around a 10% acceptance rate for CS.
I suggest you consider Software Engineering if you plan to apply to SJSU. Last year’s EI threshold for CS was 4500. SDSU will probably 50/50 and UCSC will be a slight Reach and UCR a High Match. You have selected one of the most competitive majors for the CSU’s and UC’s, so be sure to apply widely.
My GPA 3.7 I thought is high. My brother got into UCD with a 3.4 and a lower SAT score. Anyways, when applying, should I apply to colleges with a Computer Science priority and a Software Engineering alternative or vice-versa?
Maybe your brother had an UW UC GPA of 3.4? The average UC GPA for UCD now is 4.1 capped weighted. Not sure when he applied and was accepted. My older son had a 4.17 was accepted 5 years ago (not CS major) and my younger son applied 4 years ago with a 3.73 (CS major) was denied and also had 10 AP’s classes, ACT composite 31 and ACT Math of 35.
The UC’s continue to get more competitive each year, so you cannot rely on “what got other students in” to your particular situation. My younger son applied widely to the CSU’s and a few UC’s as a CS major and only got into UCR but the majority of CSU’s except SLO.
Only SLO, SJSU and UCI offer Software Engineering as an undergrad major. For the other UC’s and the other CSU’s, you should apply as a CS major for a direct admit, since many campuses make it difficult or do not guarantee that you will be able to switch majors later. Some campuses consider your alternate major and some do not.
