SAT a third time or ACT?

I took the SAT two times now and still am not happy with my scores. I was looking to get a 2100+

My first time I got a 1890 (680 math, 580 writing, 630 reading)

My second time I got a 1960 (680 math, 660 writing, 620 reading)

However on timed practice test, I usually get higher scores in math and writing. My reading is about the same.

I've took an ACT practice test and scored a 28 (35 science, 31 math, 27 english, 20 reading). My major issue with the ACT was the very limited time on the reading section.

So do you recommend to change to the ACT or give the SAT one last shot before I try the ACT?
