What are the averages for ucla and UCB? Will a 1370 sat and a 4.46 uc gpa cut it if my essays, extracurriculars, and everything else are all around average?
Your stats are within range but they are still Reaches. Bumping up your SAT scores can only help.

Since they cap the AP bonus at 8 semesters, it is nearly impossible to have a UC GPA above 4.40 so, you may want to double check yours here:

That aside, Berk and LA are really competitive admit for everyone You have a shot but, don’t count on it until you are in. Apply further down the UC stack that you think you’ll need to. I’d also apply to a couple of privates. A school like Santa Clara or USD might make you a generous merit offer.
