If you take the test more than once without sending the results to colleges, can they contact the testing agency and get the results even though the scores aren't sent to the colleges?

I'm considering doing a last ditch SAT I testing in Jan. but I don't want colleges to see my scores or find out about them in any way if I don't improve.

no, you have to SEND the most recent scores (which will contain a full score report of all your scores ever taken). colleges cannot contact collegeboard to find out.

But they can do so for AP tests or else Rice U wouldn’t have given me a fee waiver. They said I got it because my AP scores were good but I never sent them to Rice.

Your AP scores are not sent with your SAT report. You send AP scores after you’ve been accepted. Perhaps Rice gave you a fee waiver based on the scores you told them, but they won’t confirm until you’ve been accepted.
