SAT II 700 and higher are good right?

For colleges that do not "require" SAT II (I am submitting my ACT score, but I think they recommend the SAT IIs), should I send my 700+ scores anyway?

yes! over a 700 is really good for any sat ii test =)

Well, I know it’s a good score, but should I spend the money on sending these scores to colleges that don’t require them? Are they gonna help my chances or harm my chances?

It all depends on the competitiveness of the college. For example, if you submit your ACT to Yale, you are not required to submit SAT II’s. However, given that your SAT II’s are over 700, you may want to spend the extra money and send them along, as sometimes additional data may increase your chance of acceptance.
