If you want to apply to BME do you still have to submit SAT II scores even if you're submitting your ACTs?

No one has to submit SAT II subject exams when applying to Hopkins. Please see our standaridzed test requirements page:
http://apply.jhu.edu/apply/testreqs.html

It is recommended that applicants submit three SAT II subject exams, but this is not a requirement. As well, we strongly recommend Engineering applicants (which includes BME) submit scores from the Mathematics Level 2 exam and at least one science exam. (This goes for students submitting SAT Reasoning and/or ACT exams.)

I thought the recommendation for submitting SAT II scores is for SAT only. Is it also recommended to submit them if a person only is sending in ACT scores?

The recommendation is "less of a recommendation" for students submitting ACT scores, but the Admissions Committee does like to see SAT subject exam scores for all applicants.

The recommendation remains a strong recommendation for students submitting ACT scores if they are applying to an Engineering program.

My D is planning to apply (non-BME), possibly ED. She has taken SATs once 1270/1880 ~ and US History 2X (590 660).
we're inclined to retake SAT I in Oct. and Two Subject Tests in Nov. Should this order be reversed, or is it arbitrary as Nov. scores are received in time for ED?

Official answer:
http://apply.jhu.edu/apply/testreqs.html
"Johns Hopkins strongly recommends that Early Decision (ED) candidates complete their required standardized tests no later than October of their senior year. Regular Decision (RD) candidates should complete the required tests no later than December of their senior year.

Although we cannot guarantee that November (ED) or January (RD) scores will arrive before the Admissions Committee evaluation, past experience suggests that scores taken on these dates usually arrive in time.

November (ED) or January (RD) scores will be accepted for those students unable to meet their test requirements by October (ED) or December (RD). In such cases, we encourage you to note your intention of taking the later standardized test(s) on your application. There is no need to rush your scores."

My advice:
If you daughter wants to focus on her SAT Reasoning scores then I would suggest taking them in October and the Subject exams in November. In the admissions review SAT Reasoning scores matter more (they are required) than SAT subject exams (they are only recommended). Additionally, since the November exams are in early November this year there is a strong likelihood that those scores will arrive in time for the ED review.
