I got a 740 on the Math 2, and I'm planning to major in Chem E.. is this score significantly too low, especially for an engineering major?

Nope, it’s fine for MIT.

One of the most frequent of all of the FAQS: MIT at undergrad accepts admissions to the Institute, not to ANY department or program. Whether you are planning to study Architecture, Writing, or Biomechanical Engineering, the admissions process and the criteria are precisely identical. There is not such a thing as a good enough score FOR AN ENGINEERING MAJOR.

Around 10% of students to take the Math II exam receive a perfect 800. MIT reports that the middle 50% of admitted students receive scores in the 770–800 range. Perhaps you can retake the exam to increase your changes?

^ MIT doesn’t care above 700 or so. The bias you see is largely due to the fact that (1) many students think that if they have below a certain score, they shouldn’t apply, and (2) higher scores may be correlated to other strong points in a student’s application.
