I got a 22 on my ACT. However, keep in mind that I'm just a average-high average student so that's not horrible for me. I got a even worse score on my SAT though, around a 1300.

I heard that UC's would rather have students send in their SAT score. This is because the ACT is a lot easier than the SAT. And even if a 22 is equivalent to around a 1500 on the SAT, I should just send my 1300 SAT score. Is that correct?

The UC’s do not prefer the SAT over the ACT. I never sent in my SAT’s just the ACT to the UC’s and im just fine. Just send in your ACT it is around 240 points better than your SAT.

You can send just ACT to UCs. However, despite the seeming variance I really cannot tell which of your scores is better for UCs because you provide no section scores. Go here http://www.universityofcalifornia.edu/admissions/freshman/california-residents/admissions-index/index.html and do your calculations. You need to convert your test scores to a UC score; for ACT you combine a score obtained for overall with one obtained by converting your English with writing subscore to another UC score and then adding the two UC scores. For SAT, you determine a UC score for your combined score on math and CR and then another for writing score and total the two UC scores you get.
