Do internationals usually perform better at the sat or the act?
This is highly individual. Get sample versions of both of the tests, and work through them to see which you like best.
Europeans whose systems don’t have standardized testing tend to perform better on the ACT, because the wording is more straight-forward and there’s a specific “standardized testing-think” system with the SAT.
However, the ACT also requires greater speed and tests more skills and content than the SAT, so some students prefer to focus on the two main sections of the SAT. In addition, you can memorize vocabulary words for the SAT, it’s not as easy for the ACT.
With the new SAT, I don’t know. It looks terribly difficult for ELLs.

I’d agree with @happymomof1. lol. for us to justify such things we might need to compare both exams. Not just one exam though a couple of them to best prove your query
