<p>Answer is B, but what about D? What error does it have</p>

<p>I believe the key thing is that ‘refuse’ should be in the form of “refused” rather than “refusing”. For D. (and B.), it says that the tenants “pleaded”, and so, if D. had to be correct, it would have to be consistent and change the “refusing” to “refused”.</p>
