SAT Score Ranges

When colleges release their SAT score ranges (mid 50%), is it based on the applicants admitted or those who enrolled? Also, do they count those who were waitlisted?

I think it is applicants admitted

That may not be the issue. The thing that makes the 50% ranges misleading is the effect of lower scores for legacies, URM's, athletes, development cases, VIP's, and people applying ED. If you are none of the above, then you need to be near the top of the range in order to be a strong candidate during RD. For example, if the 50% range is 1300-1500, then a strong candidate has a 1450. Pick your safeties, matches and reaches accordingly. You need to be a lot more than just in the range for school to be a match.
