My ED is coming up in a few days, and I'm sending in my reports. Do I need to do rush reporting if it's sent electronically? And do colleges care if they are sent after the app deadline? (doesn't specify on website)

Usually they need everything before the deadline including transcripts and SAT scores. I would call and check and get their name in case they misinform you. Better safe than sorry. Good luck.

Actually, ED colleges generally accept test scores that arrive after the application deadline. Many of them even accept the Nov SAT test scores for ED. If the college is not clear on its site in stating the scores must be in its hands by the application deadline that usually means they can arrive after the deadline. One check you can do is see whether the college accepts the Oct ACT test for ED. If so, then it must accept scores after the deadline because those Oct ACT scores will not even be released until mid-Nov.
