SAT Score Use Practice

I'm a little confused by the College Board link:

<a href="https://professionals.collegeboard.com/profdownload/sat-score-use-practices-list.pdf">https://professionals.collegeboard.com/profdownload/sat-score-use-practices-list.pdf</a></p>

I understand the All Scores schools you have to submit everything, but for Highest Score Section 1 and 2, do you have to submit all scores if you don't want to? Let's say on Test 1 you score 650/650/650 and on Test 2 you score 750/750/750 - can you submit Test 2 and not submit Test 1? I know they "superscore" but why bother even letting them know about Test 1? Also don't understand the difference between Highest Score Section 1 and 2.

Wondering if you got something like 620/740/620 and then got 760/720/740 - again I know they say they "superscore" but wouldn't it look better just to submit the second test?

Then don’t superscore, and only send test 2. It depends on the college though, some require ALL tests.
