I'm going to send my SAT scores to Cornell tomorrow for RD,
but on the website it says "have the scores officially reported to Cornell from the testing agency by our application deadline."
Does this mean I have to rush it? Or can I send it in regularly?

I’d call CollegeBoard and ask if the scores would be sent in time (January 1). If not, then you should probably just rush them. I think the website says it takes two weeks (although I’ve heard many contradictory things), so you’re probably going to have to end up rushing them to be on the safe side.

Do not rush them. Just send them. That happened to me. I believe I called and they said to not rush them, or someone else on the forum told me, but they got them within a very small period of time (like a day or two)
