<p>Well, that is a bit of a problem, as the College Board has been reminding schools all over the United States that the safer interpretation of federal law is that high school transcripts should NOT include external test scores (although many do). Harvard can’t really require a high school to do something that the high school’s legal counsel advises is illegal, so some applicants will submit school reports with test scores, and some won’t. You, of course, are well advised to submit your own test scores, by official reporting for the SAT I, SAT II, or ACT, and by self-reporting for AP scores. It looks like College Board (and ACT) should communicate with the Harvard admission office about each organization’s understanding of what the relevant law is. </p>
