when colleges take the best score on the SAT do they take sections from different times i took it or only the best overall score...for example: if i did better on my essay in November and better in the other sections in January...would they take the november and put it with the good january scores??

Most colleges say that they take the best combined SAT score. So yes, if you had a score of 800 in the writing section in November but a 750 in the writing section in January, the 800 will be what most colleges view as your writing score. However, some exceptions do exist. I'm not positive on these two, but I believe that UT Austin and the UC schools only take the highest single sitting score.
