So say I have 2290 or something on the SAT, and I wanna retake to try to improve. However, there is always the problem of going down. So, can one do the following: send SAT score reports to all of the colleges you're applying to, then retake, and if it's lower, don't notify anyone. You might waste money in having to send score reports twice, but could you do this?

yes you can. unless you take it too late.

let's say you retake today (oct 8). you only find out your score oct 24. let's say you didnt' notify anyone. if it went down, well and good; no one knows what you got. but if it went up, you will want to send those scores. you click on SEND SCORES and it takes 4 - 5 weeks for the scores to reach the schools; effectively end of november.

applying early? the schools might not receive it in time. that's my point. what about rolling ones? another problem there. :)

Couldn't you rush the scores? Also, even for EA, they allow the november test date, which is after October 24th (it's in Nov., obviously), so it'll get there after you submit the Oct 24th rushed.

if the schools allow both (november date and rushed) then yes you can. didn't say you can't ;)
