yes, they take the higher score

Always?

also i heard some combine the highest in each section is this true?

Yes both are true. The thing that changed from forever ago is that they do GET them all, but they only USE the best ones combined. I took 3 times and I 500% recommend taking them more than once. GL!

Definitely take it more than once! And colleges definitely take the highest score.

Some (or maybe all, I'm not sure) UCs use SATs from a single sitting instead of composite.

Yes, it depends on each college. All of the UCs use your best score from a single sitting, instead of best scores from sessions.

They all take the best scores and combine them to compile scores that enhance their own statistics for the students that they admit. This does not mean that they throw out or disregard lower scores when considering applications. When pressed, adcoms at the most competitive schools will admit that they "look at" all scores. All other things being equal, a very high single sitting score, particularly on the first attempt, is more impressive to many adcoms than a compiled score from multiple attempts. Many BA/BS/MD programs will not combine scores from different attempts.

This is NOT true. Precocious and Quirkily had it right... the University of California system will take the best score from a SINGLE administration of the SAT test. The UC system will NOT combine to form a higher aggregate score.
