Do you get the same benefits in getting enrolled in any UC colleges?

Which test is easier?
Why do many people say that they are in similar levels?

Yes, you can use either test equally. I used only the ACT for my UC application.

The test contents are similar, but differ on how the questions are presented.

Generally UC colleges don’t care which one you send in, they accept both and don’t view them any differently.

I took the SAT in March and the ACT is April, and I think that the ACT is easier. I ended up with a 2230 SAT and a 35 composite ACT (which converts to around 2340 SAT).

The SAT is has a tougher critical reading section and a point penalty for incorrect answers, but it has no science section. The ACT has the science section (which a lot of people have trouble with), more advanced math (goes up to trigonometry), and it also has more difficult time constraints.
