<p>C is the answer. I agree that it does sound the best, but I do not see anything grammatically wrong with choice A or D or E.</p>

<p>A: programs is plural. This means in order for that specific sentence structure to work, it’d have to be:
programs, for they will deter
Even if this was so, I’d still pick C because it’s less wordy.</p>

<p>D: I’m not a crazy grammar guru that can tell you specifically why, but it sounds wordy compared to C.</p>
