SAT Writing QAS Level 5 Question?

Hey, this is taken from a previous SAT QAS, and the question is level 5. It's the one question I got wrong on this section, and I have no idea why I got it wrong/what it should be:

NOTE: Bracketed lines are underlined.

"[Even when] Barbara Jordan put questions [toward] a political nominee, her elegant [diction evoked] in listeners [memories of] her eloquent political speeches. [No error]"

The answer is B, [toward]. Why is it incorrect?

Thanks!

it’s just a idiom i think. you don’t put a question toward someone, you put a question forth for someone.

it’s something that you recognize simply through seeing similar types before. If you say it aloud it also sounds a bit awkward.
