<p>Yes, that's only 4 choices but the answer is really either the first, the second, or no error.</p>

<p>The answer is (A). “For decades” and “always” are mutually exclusive and cannot both be true.</p>

<p>I disagree. I think it’d be (B). The word “that” works better than “when” and it fixes the problem of the second clause being dependent.</p>
