SAT Writing Question

This is a question from a PR practice test, and the book says the answer is "considered to be".
However, aren't you not supposed to put anything after "considered"? Like, "I considered him the best".
What is the correct idiom?</p>

‘consider to be’ is the correct idiom, and so is ‘regard as’. Make sure you don’t mix them up, as they come up frequently (esp. in the PR) practice tests !</p>
