<p>Isn't the sentence itself wrong, because it's supposed to be 'are' instead of 'is' (the clause - introducing AND replacing), but you can not choose C because you have 'a highly controversial matter' in singular not underlined, which mens that it has to be correct. In my opinion he sentence should be 'Introducing new ideas and replacing old ones are always controversial matters...'</p>

<p>The sentence is correct. It can’t be ‘Introducing new ideas and replacing old ones are always controversial matters…’ because ‘are’ is plural while the gerund ‘introducing’ is singular. So the sentence is correct as-is.</p>

<p>Singular verb is is correct in this sentence because the subject Introducing new ideas and replacing old ones is singular because the two verb actions are related.</p>

<p>The singular “matter” can confuse you, but remember that the verb agrees with the subject and not with the predicate nominator.</p>
