So SCEA applicants can't apply to other schools under any type of Early Action, Early Decision, or Early Notification programs, except when applying to a public institution under a non-binding Early Action program. When they mean public, do they mean just public state schools?

hey! when it means public it means any public university/college. say your from california and you applied SCEA. then you can also apply to UMich at the same time without violating the agreement.
