scholarship bargaining

i received merit scholarships from 2 different schools, but i got less money from the one i want to attend over the other one. the amount i got from the school I want to go is the highest merit scholarship the school offers, but isn't even a quarter of what i got at the other school. (i got close to a full scholarship from the other school, which is also an okay school, it's just that i'm not as in love with it as the other)

(also to note, both schools are pharmacy schools)

i already spoke with my college advisor, and I plan to call the financial services office at the first college to tell them my situation. how likely is it that they will grant me more scholarship money, even though I received the maximum that school offers?

any pointers on what to say/hints to drop when i call?

If you can present any extenuating circumstances not reflected in the FAFSA, your appeal might have a greater probability of success.

If the schools are comparable, you may have some leverage in the discussion. If your preferred school doesn't consider the other school to be a peer institution, your higher award there won't make much difference.

Let them know that with the present numbers, you won't be able to afford to attend (if that's true).
